House Bill 1403 is a law passed in 2001 that allows certain non-citizen students to pay in-state tuition at a Texas public university and to qualify for state financial aid. Funds are offered on a first-come, first-serve basis and are limited by state funding provided to UTSA. Students who are classified as Texas Residents and who cannot apply for federal financial aid using the Free Application for Federal Student Aid (FAFSA) are encouraged to complete the Texas Application for State Financial Aid (TASFA). They must be coded as a House Bill student by the Admissions Office in order to qualify.

TASFA Application
The TASFA (Texas Application for State Financial Aid) becomes available each year on October 1. Students must submit a TASFA with all applicable documents by the January 15* deadline through the Document Uploader in order to be reviewed for potential funding. There are both electronic and paper versions of the TASFA available in English and Spanish. The UTSA Financial Aid & Scholarships highly recommends TASFA eligible students to complete the electronic version of the application.
*Due to delays, the TASFA priority deadline for 2024-2025 has been extended to May 1. The state priority deadline for Texas Grant is still April 15. Learn more about all the changes.
For 2024-2025, independent students must submit a 2022 IRS tax transcript or signed tax return. Parents of dependent students should submit their 2022 IRS tax transcript or signed tax return. Non-tax filers, who were not required to file based on IRS income thresholds, must provide a breakdown of living expenses and source(s) of income covering those expenses. Male students must register with Selective Service and provide proof they have registered or are not required to register.

Additional program information:
- The HB1403 program requires that the student meet Satisfactory Academic Progress requirements.
